The committee chair allowed Sera three minutes. She connected a laptop to the hearing room speakers and played Inês Duarte's Portuguese sentence followed by the official English caption. Then she read a certified translation from Beatriz. She did not describe herself as a professor, and she did not offer a biography. She pointed to the line on screen and explained the legal consequence of removing the word 'only.' Her voice wavered on the first sentence. By the fourth it was steady. A council member asked whether she possessed a completed doctorate. 'No,' she said, 'and the audio doesn't need one either.' Several people applauded until the chair called for order.

Celia March, seated with three attorneys, argued that no public deception had occurred because the full contract was available on request. June asked whether anyone in the chamber had received it. Nobody raised a hand. The committee clerk admitted she had been instructed not to distribute the annex before the signing. The chair, who had approved the contract in principle, stared at the clerk. 'Who instructed you?' The clerk said she had an email. 'From whom?' The clerk looked toward the governor's liaison, who was suddenly examining the ceiling.

Before she could answer, the fire alarm sounded. People stood, frustrated but obedient, and filed toward the stairs. The alarm had been activated on the third floor. No fire was found. Twenty minutes passed before the meeting resumed, and by then the clerk had left the building. Her email account was inaccessible. Sera watched the interruption transform an almost certain revelation into another dead end.

Ada moved quickly. She requested preservation orders for the clerk's communications and the county's document portal. Harriet, attending as an observer, photographed the original sign-in sheets and asked a records officer to confirm the distribution list. The county's own technical manager admitted that the public portal had published only an executive summary and the first four schedules. Exhibit D was among the missing pages. A council member who had supported Meridian now asked why a flood-control emergency clause had not been reviewed by the people who would live with its consequences.

A volunteer at the hearing offered to distribute copies of the translated excerpt in the corridor. Ada insisted that the copies include the original sentence, the revised sentence, the source recording time, and a note on the translation method. A dramatic quotation could be carried away and distorted as easily as the first official caption. The volunteer returned with a properly labeled stack. Sera saw strangers begin to compare the lines themselves rather than accept an activist's interpretation. She had never imagined that the most effective form of protest might resemble a carefully organized reference sheet.

News crews captured the exchange, but the first headline still favored Voss: TECH WORKER CHALLENGES STORM PROJECT AS DEADLINE NEARS. A producer told Daniel that complex legal distinctions were difficult to explain on television. He asked whether the station preferred a simple question: Should a company be able to flood one neighborhood to save another without permission? The producer hesitated. Ten minutes later that question appeared as the segment's title.

Sera received an unexpected call from Inês Duarte, the engineer whose speech had been mistranslated. Inês was still in the city and had been instructed by her employer not to discuss the negotiations. She had watched the hearing from her hotel. 'I thought I had made myself clear,' she said. 'Your recording proves that I did.' She offered to sign a statement explaining her intention and the meaning of the original terms. But she also mentioned a discrepancy even Sera had missed: in the Portuguese engineering plan, the gates were designed to fail open when communication with the county was lost. In the American technical appendix, they failed closed.

As Tomas studied test thirteen, he opened a separate spreadsheet recording his own uncertainty. Some marks in the report might be compression artifacts from the scanner. A signature could have been added after the test without proving deception. He refused to turn every anomaly into a new accusation. Sera found his restraint frustrating until he showed her how one careless claim could undermine ten sound ones. They reviewed each finding as though Meridian's most skeptical attorney were seated across from them. Which claim could be established independently? Which relied on one witness? Which mattered even if an alternative explanation was true? The method slowed the investigation, but Sera began to trust its discipline. Inês sent a voice message from her hotel explaining the difference between design requirements and operational assumptions. Sera transcribed it, then sent the transcript back for approval rather than paraphrasing the engineer from memory. When Inês corrected a single term, Sera felt almost relieved. The correction proved the process could work without anyone losing authority. The public case would be stronger if every participant were free to challenge the wording, including wording that seemed to help them. Near midnight Tomas filed a clean version of the evidence matrix and asked everyone to stop editing the shared copy. From then on, every change would be logged.

That was no longer a dispute over words. It was a physical safety problem. A closed gate could hold back a tidal surge from one district while forcing river water into another. June asked to see the hardware design immediately. Meridian had built test assemblies at a fenced proving ground outside the city. The public had been told the tests were complete. Inês said she had never received their full results.

That evening a copy of the missing test report arrived in Ada's encrypted inbox from an anonymous source. The file name was simply THIRTEEN. The final page showed a trial the company had marked as successful. The pressure sensors told a different story.
