Chapter 21: Loyalty, Recorded

Evelyn had barely left the conference room when Shaw closed the door and looked at me across the copies of her evidence.

"You want to arrest Hale right now," he said.

"I want to read her the charges myself," I said.

"You cannot," he said. "Not yet."

"Tell me why, Marcus. In plain language."

He tapped one folder. "We have Evelyn and her records. What we lack is Hale committing an act since this began. Her attorney will call Evelyn a disgruntled employee with debt and a suspended clearance."

"She sent me in to fail in a specific direction," I said. "Sterling arrested, Thorne retired, Building Twelve cleaned before anyone looked inside."

"We believe it because it fits," Shaw said. "Belief is not probable cause for the Deputy Inspector General. If we move now, she lawyers up and Fairmont goes dark."

I sat down slowly. "So she stays free while we watch her."

"She stays free while she makes a mistake we can record," he said. "There is a difference."

"What kind of mistake?"

"The kind people make when they think a loyal subordinate is still loyal. You need to call her, say the scope is outgrowing your orders, and give her something she has to act on."

"The evidence," I said.

"The evidence. You tell her you do not trust the courier process here. You tell her Thorne still has people on this base."

"You want me to lie about transporting it myself," I said.

"I want a predictable route she can target. If someone interferes, they will need authority only Hale can provide."

The technician Shaw had brought set a recorder on the table and tested it twice.

"One forty," he said, glancing at his watch. "Ready when you are, ma'am."

Shaw looked at me. "You set the tone. Grateful. Tired. Still hers."

"I know how to perform loyalty, Marcus. She taught me the vocabulary herself."

I dialed at 1:40 PM exactly, because Shaw wanted a clean timestamp.

Hale answered on the second ring. "Elena. Tell me you are somewhere secure."

"I am, ma'am. In a conference room off base. No base personnel present."

"Good. Thorne is making calls."

"That is why I am calling. The Building Twelve material is larger than the Sterling matter. Procurement, exports, payroll. Evelyn Miller has also come forward with records."

There was a pause, small but real. "Evelyn Dawson Miller?" Hale said.

"Yes, ma'am. She brought documentation dating back years. Northbridge is named repeatedly."

"Have you verified any of it?" she asked.

"Some. Not all. That is why I need your guidance. I was sent to test the complaints. I do not want to exceed the mission you gave me."

"You have not exceeded anything," Hale said, her voice warming. "You stayed controlled."

"I tried to, ma'am."

"Now listen carefully. Do not let Shaw turn this into a sprawling task force circus. Separate what touches Northbridge and send me an inventory tonight. No copies beyond your working file. Is that understood?"

"Yes, ma'am."

"And the originals?" she asked.

"That is my other concern," I said. "I do not trust a standard transfer from here. I would rather maintain custody myself."

"What are you proposing?" she asked.

"I will personally drive the evidence to Washington tomorrow morning. Just me, sealed, direct to your office. No courier, no one else with custody. You will have it from my hands."

Shaw lifted his eyes to mine. He did not nod. He did not need to.

Hale was quiet for three seconds. "That is a long drive for a colonel with evidence that sensitive."

"It is the only chain I trust, ma'am. I want you to see it first, before anyone decides what it means."

"All right," she said. "Tomorrow morning. You call me before you depart and again when you are an hour out. No one else gets that itinerary. Not even Shaw's team in detail."

"Understood," I said. "Thank you for trusting me with this."

"Elena," she said, "I have always trusted you. That is why you are there."

I ended the call when she did and set the handset down with care.

The technician stopped the recorder. "Clean capture, ma'am. Every word."

Shaw allowed himself a thin, humorless smile. "She took the inventory bait and she took the drive. She also tried to isolate you from my team. Did you hear that part?"

"I heard all of it," I said.

"Good," he said. "Because now we build the trap around your lie. She thinks she knows what you are carrying, when you are carrying it, and that you are carrying it alone. We are going to let her keep thinking exactly that, and we are going to see who she sends to correct you."

No one at the table argued with that logic.
